Description
The Director of Human Resources and Operations must be a seasoned and community-oriented professional with at least 7 years of hands-on experience in directing all aspects of human resources and nonprofit operations to achieve a positive and balanced work environment. This is a leadership position, reporting to the Co-Executive Director of Operations and Development, within a dynamic, growing environmental justice organization. This position will supervise 2 staff—Senior Operations Manager and Administrative Associate—and provide mentorship and direction to all staff regarding HR and Operations policies and procedures.
The ideal individual will have the ability to exercise good judgment in a variety of situations, with strong written and verbal communications, administrative, and organizational skills, and the ability to maintain a realistic balance among multiple priorities. They must be able to handle a wide variety of activities and confidential matters with discretion.
Duties and responsibilities include but are not limited to:
I. General
Leadership: Serve on CEJA’s Leadership and/or Director Team, identifying and implementing organizational operational strategies and ensuring that CEJA is a well-managed organization aligned with its mission, goals, and core values; attend occasional meetings of CEJA’s Board of Directors as necessary.
Compliance: Ensure legal compliance throughout human resources and operational management with all forms of Federal and California law; and ensure that CEJA stays up-to-date and abreast of changes in such laws or regulations. Assist Co-Executive Director of Operations and Development to review and develop job descriptions. Maintain and promote the use of effective compliance controls, procedures and systems; update and/or create required documentation on procedures, processes and policies. Ensure that CEJA’s IRS 990s, OSHA 300s, W-2s, Independent Contractor 1099s and similar documents are prepared, posted, or mailed to appropriate parties on-time each year. Manage and maintain updated organizational corporate liability insurance to meet organizational needs including all renewals and request for certificate of insurance.
Staff Management: Oversee CEJA’s Administrative Team, serving as thought partner, mentor, and supervisor to the Senior Operations Manager and the Administrative Associate. Provide clear and useful feedback and strategic guidance, including through regular performance evaluations. Serve as leader and point person handling employee questions and concerns as they relate to personnel policies and enforcement, benefits, operations procedures, performance management, compensation, and other items.
Financial Management: Support CEJA and CEJA Action’s financial management, ensuring all CEJA’s financial records and procedures are managed in an accurate and timely manner, and in accordance with Generally Accepted Accounting Principles (GAAP). This includes management of banking and payroll processes, donation processing, repayment requests, credit card purchase and statement reconciliations, invoice and bill payments, and other tasks. Participate in fiscal audits by external auditors and assist the Board of Directors Audit Committee to identify and contract with appropriate, neutral auditors as necessary.
Anti-racist Organizational Design: Support with the co-creation and implementation of organizational development plans focused on addressing anti-Blackness to become an anti-racist organization. In coordination with the Co-Executive Directors, coordinate team to develop and implement organizational policies and procedures that reflect the mission and values of CEJA and ensure the culture, policies, procedures, systems, and strategies within CEJA are values-aligned and equitable.
II. Human Resources Specific
General Human Resources: Play a leading role, in close collaboration with the Co-Executive Director of Operations and Development and Director of Finance and Administration, in managing human resources systems, which includes recruitment, onboarding, and terminations; overseeing payroll and benefits provision; co-creating and managing grievance and conflict transformation processes; development and enforcement of equitable policies; and other associated HR duties. Employee Benefits: Oversee the provision and management of employee benefits, including health insurance, 401(K), medical reimbursements, FSA, Vacation and Wellness Accruals, and Workers Compensation. Coordinate with Co-Executive Director of Operations and Development and HR Consultant(s) to implement and evaluate periodic compensation analyses and benefits packages. Manage the Open Enrollment process for health insurance and/or other benefits and provide support to staff. Assess staff training needs to apply and monitor staff-wide training programs.
III. Operations Specific
General Operations: Manage the daily activities of Operations, which includes assisting CEJA and Alliance staff with special projects coordination and logistics, tracking, and analysis; managing CEJA’s brick-and-mortar and remote/online office spaces; managing purchase of office supplies and other equipment in accordance with the organization purchasing policies and budgetary restrictions; directing IT program and ensure organizational data hygiene and security; and related Operations functions as needed.
Contracts Management: Oversee the creation, stewardship, and invoicing for all CEJA and CEJA Action contracts in collaboration with CEJA attorneys, including monitoring and managing annual 1099s. Manage intervenor compensation and payments.
Requirements
The successful candidate will have the following skills and experience:
Commitment to Justice: Deep commitment to environmental, racial, social, and economic justice and to CEJA’s mission. Strong cultural competence, including the ability to successfully relate to community residents and/or lived experience; and an orientation toward liberatory, anti-racist, and pro-Black practices.
Supervisory Track Record: Successful track record of at least five (5) years as a staff supervisor, with an ability to engage, inspire, and maintain transformational partnerships around shared values, purpose, and goals. Candidates have emotional intelligence and resilience and the ability to engage in courageous conversation, and will thrive in a feedback-centered environment, both giving and receiving feedback. Excellent managerial skills are critical with an ability to evaluate and direct the work of others.
Critical Thinking: Project management skills and the ability to effectively evaluate and improve operational systems in practice, which involves having the self-confidence and capacity necessary to be a lead thinker in CEJA HR and Operations. Ability to generate ideas that advance the vision and goals of the CEJA overall. Excellent judgment, high emotional intelligence, and ability to maintain confidentiality. A track record of exhibiting strong analytical, critical thinking, problem-solving skills and ability to interpret and communicate data verbally and in writing.
Subject Matter Expertise: At least five (5) years of progressive leadership experience in a human resources management and/or fiscal oversight role. Knowledge of the NLRA and employer obligations for compliance. Demonstrated experience and excellent knowledge of California Employment Law required. Thorough knowledge of labor relations practices and legal requirements. Demonstrated knowledge of HR related federal, state, and local laws and regulations.
Conflict Resolution: Ability to intervene when challenging group dynamics play out, in ways that build understanding, trust, and deeper self-awareness among team members; initiate and lead conflict transformation and healing justice efforts between individuals and organizations as needed; proactively problem-solve with strong decision-making capability and facilitation skills.
Communication: Strong written and verbal skills coupled with ability to communicate effectively with all levels of organization. Strong facilitator. Must be communicative and self-aware and have an interest in working collaboratively to develop creative solutions to operations and HR challenges.
Team-Centered: Ability to maintain positive working relationships with staff, members, and allies. Highly self-motivated, creative, takes initiative, has ability to learn quickly, is flexible, and able to work as part of an interdisciplinary team. Must be able to lead efficiently and manage multiple projects at once, which may be at different stages of design and execution. Support CEJA’s fundraising goals including annual fundraising drive and similar activities. Able to work independently, as well as a member of a team.
Non-Profit Operations: Non-profit financial literacy and a clear understanding of the core functions at a 501(c)(3) non-profit organization, including governance, operations, and human resource systems and compliance.
Education: Bachelor’s degree in human resource management, business, finance, or related field required.
Preferred Skills
- SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential strongly preferred.
- Proficient in Microsoft Office (Word), PowerPoint and Google Apps, Gmail, Google Docs & Drive), HRIS, ATS and similar systems, payroll processing systems and online timekeeping systems required.
