Secretariat Director of Talent Acquisition and Staffing Operations (Requisition Number: 2100065I)

The Executive Office of Health and Human Services (EOHHS) is seeking a strategic, dynamic, and experienced Director of Talent Acquisition to develop, lead, and execute the overall talent acquisition strategy for EOHHS. Reporting to the Secretariat Human Resources Officer, this role serves as a strategic business partner to EOHHS leadership, developing sourcing strategies to meet the needs of our agencies, executive offices, healthcare facilities and group homes. In addition to continuing to build on our talent acquisition services, develop sourcing strategies, advance talent acquisition analytics and reporting capabilities, this role will champion inclusive and equitable recruiting practices and policies.


The selected candidate models the highest level of excellence and uses data and analysis to develop insights and initiatives to advance talent acquisition and staffing efforts while building on our diversity and inclusion commitment. The selected candidate in this role must have the capacity to work with a variety of skill levels, motivate and be self-motivated, flexible, versatile, and creative, with a strong focus on results and customer service.

Requirements

Duties and Responsibilities (these are a general summary and not all inclusive):

Recruitment & Talent Acquisition

  • Oversee day-to-day talent acquisition operation, managing with a sense of urgency and providing guidance on recruiting issues as they arise.
  • Partner with key executive level stakeholders to develop a clear understanding of staffing needs in attracting and assessing potential hires.
  • Establish and maintain metrics that measure team and individual performance.
  • Partner to develop objective candidate selection tools and techniques with a keen focus on quality of hire and time to fill.
  • Manage recruiting strategies for all positions; design a program to keep a consistent pipeline of candidates to meet talent acquisition needs.
  • Manage external partnerships with job boards, recruiting vendors, colleges, and affinity groups.

Employment & Staffing

  • Oversee day-to-day employment and staffing operation, managing with a sense of urgency and providing guidance on hiring and employment-related issues as they arise.
  • Strategize to improve and ensure hiring processes are in alignment with workforce expectations, timelines, and resources.
  • Certify compliance with HR business processes and policies, collective bargaining agreements and employment law; Advise and collaborate with HR Business Partners and Labor Relations as needed.
  • Direct and ensure overall compliance with federal and state laws, executive orders, Human Resources Division (HRD), and EOHHS policies and procedures.
  • Ensure consistent and timely candidate communications and information to ensure a positive candidate experience throughout the application process.
  • Monitor hiring progression and proactively solve for challenges.
  • Collaborate and partner with HR Business Partners and Secretariat Human Resources Officer to achieve maximum results to improve the hiring process.


Preferred Qualifications:

  • 10 (ten) or more years progressive/relevant experience with a combination of talent acquisition, full-cycle recruitment, and staffing roles; state government experience a plus.
  • Minimum of 3 (three) years of management/supervisory experience.
  • Knowledge of collective bargaining policies and procedures, labor relations, civil service laws, HR principles and practices including recruitment and retention.
  • Outstanding interpersonal skills and the ability to build relationships with staff and external constituents.
  • Experience with compiling, analyzing, summarizing, and manipulating data with demonstrated practice in database management used to track statistics to inform process improvements.
  • Effective communication/public speaking skills, and the ability to connect quickly and authentically with staff at all levels; commitment to the value of diversity and inclusion.
  • Exceptional writing skills, with an ability to draft clear, accurate and thorough business report writing, correspondence and the ability to effectively present information, as well as respond to questions and lead through/manage conflict at multiple levels of a highly matrixed organization.
  • Experience with project management principles, with a particular focus on establishment of quality standards, results tracking, and evaluating outcomes.
  • Talent for leadership and people management with the ability to direct projects and people.
  • Ability to work well with diverse populations in diverse settings in a manner that builds trust and supports increased collaboration and partnership.
  • Excellent interpersonal skills; proficiency in Microsoft Office including Excel, Outlook, PowerPoint, and Word.
  • Demonstrated experience utilizing an HRIS and applicant tracking system (ATS) including Taleo/Oracle.
